EU Result Oriented Mission’ (ROM) Visit: 3-7 October 2010

 

The SMILING Project faced a EU Result Oriented Monitoring Mission (ROM) in October 2010. This was the 3rd event of its kind hosted by SMILING project since its inception.  The first one was hosted in 2007 and the 2nd in 2009.

ROM is part of the overall quality assurance cycle of EuropeAid. ROM reviews approximately 40% of all EU development aid projects and programmes. ROM is executed by external private companies responsible for the different geographical regions as well as for worldwide thematic programmes. The companies are contracted and coordinated by EuropeAid.

The highly structured methodology based on internationally agreed evaluation criteria: relevance, efficiency, effectiveness, impact, and sustainability, ensures the quality and comparability of ROM reports. Grades are given for the different criteria to identify areas for improvement or best practices. To promote transparency, ROM reports are disseminated by the EU to project managers and partner governments. ROM covers all regions and all countries that fall under the EU external cooperation activities, providing approximately 1.600 reports annually.

 

The span of the 3rd mission to SMILING was from 3 to 7 October 2010. An hour-long general orientation cum familiarization meeting was organized at the EU Delegation with ROM members and relevant implementing organization representatives on 3 October 2010 from 11:00 AM to 12:00 PM. Two representatives from PRIP Trust, Mr. Md. Jasim Uddin Ferdous, Specialist-Project Coordination and Mr. Luther Das, Specialist Monitoring and Evaluation participated in the meeting. The mission explained the purpose and modalities of ROM in a general briefing and sat separately with individual implementing organizations.

 

After attending the meeting at the EU Delegation, Blanca Gil de Antuñano Vizcaino, the assigned monitor for SMILING Project, visited PRIP Trust and had a meeting with SMILING team from 01:00 PM to 05:00 PM to have a brief overview of the project design, its implementation status and corresponding results, challenges, issues and concerns.

 

As part of the pre-set programme, the mission visited the SMILING Project outside Dhaka during November 4-6, 2010 to discuss with concerned project personnel and programme beneficiaries of four awarded projects from Cluster 1 and 2. The first two days were spent at Gaibandha to gain an understanding about the projects implemented by Uddyog, SMS and GUK and their partners. The 3rd day was spent at Pabna visiting the project implemented by OSACA and its partner. A five-member team from SMILING accompanied the mission during the field visit.

 

The ROM visit covered 4 projects, 4 lead implementing organizations and 5 partner organizations from two districts representing two clusters. Among the four visited projects two had been in operation for about 9+ months, one has just started implementation and another is awaiting clearance for NGO Affairs Bureau of Bangladesh (NGOAB) for implementation. The onsite visits at project locations were very effective and educative particularly to gain an in-depth understanding about the prospect and problems as well as the likely impact of the projects.

After returning from the extensive field visit, a debriefing meeting took place at PRIP Trust on 7 October 2010. The debriefing was quite through and effective. The ROM monitor explained the key aspects of her observations and findings and counter validated in consultation with the members present.

 

According to the view of PRIP Trust, this time, the ROM seemed very inspiring for SMILING as it gave importance and adequate weight on consultation, sharing and debriefing with the project personnel. Though the formal report from  ROM is yet to be received but it is expected that the report will generate an overall impression about the project and give strategic recommendations to direct the project towards better efficiency, effectiveness, sustainability and impact.

PRIP Trust’ Response for the Cyclone Aila Affected People --

The cyclone Aila, formed in the Bay of Bengal, crossed Bangladesh's southwestern coast on May 25, 2009 with wind speeds of 70-90 km per hour, triggering an abnormally high tidal surge of 3 m (10 ft) and heavy rains in the country's coastal region and caused massive destruction and devastation in the southern and southwestern part of Bangladesh. More than 400,000 people were reportedly isolated by severe flooding and around 200 people died. Numerous villages were either completely submerged in floodwaters or destroyed.

PRIP’ staff, as an immediate response to this calamity has contributed an amount equivalent to 2 days gross salary for procuring some basic relief aid. The amount, in total, stood BDT 1,36,000. The relief materials for each supported family included 12 liter pure drinking water, 4 kg wheat, 500 gram gur and 16 packet oral saline (ORS). These items were distributed, during June 7-8, 2009 among 700 families covering 3,500 persons in the most affected and remote areas of Padma Pukur and Ishawaripur Union under Shyamnagar Upazila of Satkhira District.

The relief operation was coordinated and managed by a four-member team of PRIP Trust. Mr. Nurul Huda, Disaster Management Expert acted as the Team Leader. The other members were Mr. Nashir Uddin Faruq, Ripon Siddiqui, and Belal Hossain. A local NGO “SHUSHILAN” extended all out support to PRIP Trust’ Team to have primary information about the Aila Victims, to make appropriate selection of families requiring support and to distribute the relief materials in an organized manner. The event received due coverage in the local and national dailies.

Situation Of Violence Against Women In Bangladesh - -

 

"International Workshop on Situation Of Violence Against Women In Bangladesh" on 30 April 2009. This workshop was organised by PRIP Trust as part of the process for sharing the independent review of Violence Against Women in Bangladesh, India and Nepal, funded by the German committee of the Women’s World Day of Prayer.

Ms Mahmuda Khandker Bithi, Deputy Director, Capacity Building at PRIP Trust presented the study paper "The Situation of Violence Against Women in Bangladesh".

PRIP's study with six partner NGOs found that the most common types of violence against women in Bangladesh are physical violence, sexual violence, and dowry and the oppression associated with it. The main perpetrators were husbands, mothers-in-law and other in-laws.
